New Primary Care Hub, Gloucester
Brief
Appointed responsibility for the development of the New Primary Care Hub in Gloucester, Rappor were to undertake a Transport Assessment and Travel Plan for a planning application to enable the provision of 2 GP surgeries, a pharmacy, offices space and associated parking on the site of the former Quayside House in Gloucester.
Issues and solutions
The application site is the first part in a planned wider regeneration scheme located within the heart of Gloucester City Centre that benefits from a Local Development Order and which Rappor previously helped to achieve planning permission for.
The Primary Care Hub involves the relocation of two City Centre Practices and through this co-location, there will be significant savings in assets and expenditure, and improving the efficiency of work between the two Practices.
A key issue of the application was ensuring that there was provision for safe and suitable access for pedestrians, cyclists, vehicles and for servicing requirements. A full assessment of access by all modes was undertaken, which included an impact assessment on key junctions in the vicinity of the site as well as pedestrian and cycle infrastructure.
The development will provide over 90 car parking spaces and as part of the work undertaken by Rappor, a Car Park Management Plan was produced to ensure the safe operation of the car park.
Results
The work undertaken by Rappor enabled officers to conclude that the proposals were acceptable and planning permission was subsequently granted via a delegated Officer decision.
